Preserving a Rotorua Landmark Through Thoughtful Adaptive Reuse
The Pig & Whistle is one of Rotorua’s most recognisable heritage buildings and an important part of the city’s architectural history. Originally constructed as Rotorua’s police station, the building had stood vacant for many years and faced an uncertain future before being transformed into one of the region’s most popular hospitality venues.

Esse Architects was engaged to oversee the adaptive reuse of the historic building, carefully converting it into a vibrant pub and restaurant while preserving its heritage character and significance within the streetscape. The project required a considered balance between restoration, strengthening, and modernisation to ensure the building could meet contemporary hospitality requirements without compromising its historic identity.
The project centred on breathing new life into a prominent historic building while retaining the architectural features that make it an important part of Rotorua’s built heritage. A key challenge was introducing modern hospitality functions and earthquake strengthening measures without diminishing the character and significance of the original structure.
Many heritage elements were carefully retained, including the entrance lanterns, the carved Royal Coat of Arms above the main doorway, and the distinctive Māori-inspired plaster detailing that wraps around the exterior beneath the roofline. These features continue to tell the story of the building’s past while contributing to its unique identity today.
Rather than imposing a new architectural language on the building, the design approach focused on celebrating and enhancing what already existed. Modern building requirements were integrated sensitively, allowing the building to function as a contemporary hospitality venue while maintaining the visual integrity of the original architecture.
Today, the Pig & Whistle stands as a successful example of adaptive reuse, demonstrating how thoughtful architectural intervention can preserve heritage value while creating vibrant new uses for historic buildings. The project has helped secure the future of an important Rotorua landmark, ensuring it continues to contribute to the character and life of the city for generations to come.
